The Protect College Sports Act of 2026 is a federal bill to obtain a rulebook for college athletics, regulating these topics:  athlete compensation, transfers and conference expansion. The bill itself was co-authored by two Senators- Republican Ted Cruz(Texas) and Democratic Maria Cantwell(Washington). The bill didn't fare well and was voted out of the Senate Commerce Committee in June of this year and now it proves difficult to reach the Senate before the August congressional recess; due to upcoming November elections. 

Here is what legislation is trying to implement in the House vs NCAA settlement that will allow legal protection: 

• Antitrust Exemptions: Grants a limited antitrust exemption allowing schools and conferences to legally enforce spending caps, roster limits, and eligibility rules without facing constant court overrides. [1, 6]
• NIL & Agent Regulations: Enshrines Name, Image, and Likeness (NIL) rights into federal statute but mandates that athletes report any deals valued over $600. It also caps sports agent fees at 5% of an endorsement contract's value. [5, 7]
• Transfer Limits: Restricts student-athletes to one penalty-free transfer. A second transfer requires sitting out an athletic season, barring specific exemptions like a coaching change. [5, 8]
• Eligibility & Coaching: Limits athlete eligibility to a strict five-year calendar window. To curb mid-season team abandonment, the bill blocks football staff from jumping to a head coaching position at a different school during the same season. [5, 8]
• Protecting Non-Revenue Sports: Requires high-revenue athletic programs (generating over $50–$80 million) to maintain scholarship and roster spots for Olympic and women's sports at or above 2024–2025 levels. [8, 9]

 The SEC and Big Ten lawmakers protested the possible implemented language and are requesting below:

• Roster Retention Pools: On top of the roughly $21.3 million revenue-sharing cap instituted by the House case, the revised text allows an additional $20 million player retention pool, plus an extra $5 million dedicated exclusively to women's sports. This effectively pushes the legal roster compensation cap to roughly $46 million. [10, 12]
• Blocking "Super Leagues" & Private Equity: The updated bill explicitly prevents private equity firms or third-party entities from buying school assets or media rights to spin off an independent super league. [13, 14]
• Anti-Expansion Caps: The bill caps conference expansion (limiting sizes to roughly 19 or 20 teams) and bans mergers for any conference generating more than $700 million in revenue. This threshold was lowered from $1 billion to intentionally include the ACC and Big 12 alongside the SEC and Big Ten. [6, 14, 15]
• Voluntary Media Rights Pooling: It permits schools to pool and sell their media rights collectively, but explicitly ensures that participation is voluntary and shields non-participating schools from litigation. [9, 15]
